According to Star Trek Maps (p. 27), Triskelion was the second planet in the system. When the small and disparate humanoid colony was given self-government it had a population of 480.

Rogers tried to make Fury know that trust was needed to transform a group of soldiers into an army, but Fury's trust was not something easy to earn, as he lost an eye the last time he trusted someone. Fury revealed that the only reason Romanoff was assigned to the mission at the ship was to do things that Rogers would not be comfortable with, and the reason to kept the secrets was the compartmentalization of the information, a way to protect the secrets of the agency by making sure that nobody knew them all.
